Mongolian State Policy on Literacy from 1921 to present

This paper mainly discusses about Mongolian state major policy documents on lit-
eracy from 1921 until present days and implementation of programs related to the doc-
uments. Moreover, the achievements and shortcomings of the documents and the pro-
grams that were held according to the documents were evaluated. This paper discusses
the above topic in the following contents:
1. Policy on public literacy education
2. An attempt to create a new Mongolian script on the base of Latin alphabet
3. Creating and using a new Mongolian script on the base of Cyrillic alphabet and making the public literate
4. Policy on Traditional Mongolian script.
